Where to find them is the problem if he can't point you in a precise direction. Maybe paying them could fix the problem. What about asking for funds to the RUDN? Is that the university where you work? Anyway i'll drop him a message in order to see if the situation today is different. Maybe somebody is free now.

Seems that we're short in volunteers with the needed time or knowledge. That's sad but i understand it since we all are just volunteers. It's not the best solution but it's the only one i see then. What about ask for funds from your university and then hire somebody? The major issue is the setup of the project.

The major issue is a developer able to work with the BOINC infrastructure. Where can you look for this guy? Let's find a volunteer or 2 and i'll be happy to fund the first months for the server.

Who's the owner of the project? Who's the owner of the server? Who's the admin of the project? The owner of the server disappeared but the admin is still here? Then what about buy a new server and migrate the project? What's the problem?
